Photo Editing Program

Hey peeps, i'm after a photo editing program. not just ya average photoshop to make me look skinnier and give myself a tan. what i'm after is things like to be able to make it look like Travis Cloke is wearing a Brisbane guernsey and stuff like that. to be able to cut something out of one photo and add it to another one. preferably free, or very cheap.
